DISTRICT # 3 BOARD MEETING MINUTES
Thursday January 11, 2001
Meeting called to order by the Chair at 19:40 hrs at St. Mikes
Motion to accept the minutes from November 9, 2000 made by Peter Keibel/Maureen Leahy were unanimously approved.
In Attendance were:
INTRODUCTION
Jason Marshall is the new assistant chief in charlotte and will be the district board rep and Ker Walker is the new Chief of Charlotte Fire and Rescue. Congratulations.
Motion to approve November 9, 2000 District Board minutes made by Keibel/Leahy Motion was approved unanimously.
CORRESPONDENCE:
A letter was received recognizing the "above and beyond" efforts of Kevin and Heidi Wood of Williston, where due to the nature of the call, they made dealing with a very emotional event less traumatic for a family that had just lost their child.
Treasurers Report: Still have money.. a few services have not submitted their dues. Arliene will be in touch.
MEDICAL DIRECTION:
There was a meeting of the medical directors within the state of Vermont discussing the new intermediate curriculum and the interventions associated with it. No decision on how the new curriculum may look in Vermont.
There will be another discussion at the ER faculty journal club in February on advanced airway.
Sue hopes to have a policy next month on transporting patients directly to the morgue.
Please get out the word on how people should be submitting their paperwork for medical direction signature..
Make a photocopy either at your service or on the photocopy machine in the Emergency Room
Leave the form in the Medical Directors box in the Radio room (MHCIC) on the far wall ( oak box)
Medical direction will sign the form and record it in a log that they are keeping that is has been signed and Medical direction will mail the forms directly to the EMS office.
It was asked that Peter send out a draft copy of the no transport/cancellation policy ahead of time, if at all possible.
Maureen Leahy asked about how community AED machines should be dealt with in the field since the legislation was passed and businesses are starting to purchase and train employees on the AED. Greg stated that the training committee was forming a committee to look into this and to make some recommendations on integrating community and EMS defibrillation. Dr. Elliott said that in the interim the recommendation would be the disconnect the machine being used at the business and apply the services machine (AED) and start from the beginning. You should try to get a idea of how many, if any, shocks were administered PTA.
An announcement was made by Greg Wolf of Essex informing the district that Essex has a paid position open for an EMT Intermediate, preferably intubation capable. With experience as a crew chief and driver. Please call him at 879-4335.
Fletcher Allen /MHCIC: Gil announced and handed out a price list for supplies that can be purchased at Fletcher Allen. Due to the Anti-Kickback/Safe Harbors statues as of MARCH 1, 2001 Fletcher Allen no longer will be stocking supplies in the ED. All services will be responsible for obtaining their own supplies. Any service that would like it will have an account set up with distribution at Fletcher Allen so they can restock supplies during the day.
Mike Richard brought up some issues and concerns after attending the ED focus group meeting on the new ED. Issues about not having spaces for ambulances to park after they clear the bay and are finishing up paperwork. Questions were raised about the safety of ED customers crossing the street where ambulances are going to be backing up to get into the bays. The decontamination area is in question, where and how large. There is a proposal to have ambulances decon in the proposed FACT bay on the opposite side of the MCHV Campus, vs decon back at your service.
Gil relayed from the ED staff that ALL IV starts in the field should have a saline lock in place first.. all this means is start a saline lock first and if you are going to be hanging a bag of fluid you then plug the fluid into the saline lock..
Gil stated that occasionally ambulances are asked to take their patient to triage if this does not seem appropriate please make the charge nurse aware of this.
Gil the procedure now for services having members obtain the Hepatitis B series of shots is: The service must purchase the hepatitis vaccine( which can be bought at Fletcher Allen pharmacy in the single dose vials) and then the person who is getting the vaccine can bring it to the ED for administration. The problem has been that the ED is being billed for the hep B vials/ not the services and this should alleviate that problem.. The ED is happy to administer the vaccine.
Kirsten asked that all services remove their rigs from the bay ASAP. After the patient is dropped off in the ED have someone decon/clean the rig and then have the driver move the rig outside. Please do this without being asked..
Kat mentioned that the FACT ambulance is stored in the bay especially at night to prevent the meds and equipment from freezing..
Kat clarified Greg wolfs question on whether or not Lamoille has to transport a patient and the response was they can deny or refuse to transport a patient if the patient insurance will not pay.

LOGISTICS:
Darren Adams will be working with Lee to update the response list. If any service has input or changes please email or get them to Lee asap.
HEAVY RESCUE:
The next central dispatch meeting will be 01/31/01 at 1330 at the CCRPC in Essex.
Deb Baron mentioned that in Grand Isle county the 800 radio system has started and that hopefully within the near future UVM rescue will be dispatching for them.

TRAINING:
- The EMT-B recert testing will be taking place on February 1 and 15 at 1830 in rowell on the UVM campus. Please contact pat malone at 656-3489 if there are any questions. Both evaluators and patients are needed and can show up at 1830 as well.
Mike OKeefe will be at Colchester this Sunday at 1900 to discuss recertification forms
Greg announced that there are 3 new First responder instructors in the district. Christie Champagne, Brian Wellnitz, and Christina Brace. Congratulations.
Greg announced training committee gave approval to begin teaching the EMT-Basic modules for FRāEMT-B. There should be a formal proposal next month with a schedule for the next 2 years.
Kate Soons proposed a refresher course.
Christie Campagne proposed a FR course.
Training committee would like to send Chris McCarthy to the instructor course in January.
OLD BUSINESS:
Tara passed around a draft letter to be sent to the state EMS office regarding the license of Lamoille ambulance.see attached. A motion was made Leahy/Adams to send the letter. Motion carried unanimously,.
NEW BUSINESS:
-Motion made Leahy/Moore to accept the refresher course as proposed to be coordinated by Kate Soons. The course fee is $95.00 and it will be held February 5, 10, 11, and 12 in the Rowell building on UVM campus. Please call kate to sign up 893-8145. Motion passed unanimously.
Motion made Wood/Moore to accept the First responder course proposal by Christie Champagne. Course starts February 15 with a test date of april 14. course to be held at the Malletts Bay Fire Department.
Motion made Moore/Wood to accept Chris McCarthy as the districts nominee for the upcoming state instructors course and to pay the course fee of 450.00. Motion passed unanimously.
Motion made to recommend that Darren Adams be the individual to take the instructor course if district #3 gets more than 1 slot and to have the course fee paid for by the district. Motion passed unanimously.
Tara reminded everyone that the annual meeting with elections will take place in April. This year Bill will not be running as it is a conflict with his new job at the EMS office, Lee has stated that he would like to take a break this year and Tara is not going to run again. please be thinking about possible candidates and let the nominating committee know when they convene in February.
Greg Wolf asked that the Champlain Valley Fair coverage be place on the agenda for next month.
