DISTRICT # 3 BOARD MEETING MINUTES January 10, 2002

 Meeting called to order by the Chair at 1935 hours in the Vermont Room, Alliott Hall, and St. Michael’s College.

American Heart Month kicks off February 1, 2002 at Memorial Auditorium - guests include Senator Barbara Snelling's daughter to talk about her mother and stroke, and Evelyn Bailey of the E911 board.

Treasurer’s Report:

Motion to accept the Treasurer’s Report made by Al, second by Maureen.

            Merrill Lynch:  $3,310.97

            District:  $8,424.69

            Class:            $525.71

Maureen asked about how much the District takes in annually = $2000/year.

Medical Direction:

Dr. Weimersheimer wished all a Happy New Year!

Dr. Elliott is no longer Medical Direction.

F.A.C.T. is seeking a paramedic license for its medics to go on inter-facility transports without a nurse if necessary.  There is ongoing discussion about how this will affect local ambulance services in the district and the outcome of patient care because of the close proximity of ambulances to a tertiary care facility.  Concerns were raised about the licensing of F.A.C.T. as a paramedic service since it is operates as part of Lamoille Ambulance Service.

Lee asked about the status of the Combitube. Dr. Weimersheimer stated discussions are ongoing at the attending level but there are differences of opinion about its use. 

Regarding Epinephrine administration, the preferred method is ampules but is ok to use Epi pens or Hollister-Stear syringes.

Fletcher Allen/MHCIC:

Gil asked that if squads have any extra white blankets in their quarters to return them to Fletcher Allen.  Laundry Services is having a hard time stocking the linen carts since the hospital purchased a limited number of the blankets.  Gil also advised that the bath blankets are not available for EMS use. 

A new target date of mid-February is set for changing the entrance to the ER.  At that time, the wall in the area of room 4, bed 1 will be knocked down.  Ambulances and walk-ins will be sharing the same entrance for a week after which that entrance will be for ambulance patients only.

The lockers for those ambulances that frequent the ER will be moved indoors.  If squads are missing equipment, check on top of the lockers for bigger equipment or the “Other NY” or “Other VT” lockers.

Logistics:

Colchester Rescue needs to contact UVM and Essex Rescue regarding proposed response plan changes.

Fire/Heavy Rescue:

Al advised that the Heavy Rescue committee does not meet anymore.

Central Dispatch is still in the works. 

The Chittenden County Fire Chiefs are being organized into a more formal organization.

E-911:

Training:

The EMT and refresher courses start next week.

February 12 and 21 are the recertifcation dates.  Peter Keibel from Williston Rescue will be coordinator.

Motion to accept proposal for First Responder to EMT-B module Course for Modules 1 and 2.  Course to be held at Charlotte Fire Station starting Monday, February 18th.  Cost is $20 for Module 1, $25 for Module 2.  Chris McCarthy is the Instructor Coordinator and can be reached at 879-1737 or 655-7215.  Motion approved.

Motion to accept proposal from Essex Junction Fire Department for a First Responder class starting February 26th.  Brian Wellnitz is the Instructor Coordinator and the class will be held on Tuesday evenings and some Saturdays.  Cost is $75 without text/ $135 with text.  Brian can be reached at 878-7542 for further information.  Motion approved.

Greg stated that last year, the district spent $1500 on IV catheters.  He was seeking feedback from those present on where squads are purchasing IV catheters from other than FAHC.  He is working on getting practice pads for when the students first begin the skill to save and re-use the catheters.

Old Business:

Red Cross First Response still has not turned in their license paperwork.

Discussion continued on paying for a district recertification coordinator.  Arliene presented a chart showing the District Income and Expenses from the last 4 years.  The District could afford to pay for a coordinator but that doesn’t leave much left over and the potential for a deficit is there.  Arliene pointed out that in the long term, the district might want to raise dues since they have been the same for several years ($120 for ambulance services/$60 for First Response services).  She did state the District does need to plan and make a list of goals of what it wants to accomplish over time.

New Business:

Announcement about Operation Heartbeat and there will be a PSA about the 911 system and encouraging homeowners to put numbers on their houses and mailboxes.
