TREASURY (O’Neil)

Treasurer’s report – hard copy provided
- Checking = $8,352.
(Phelps) $3000 training funds from AED grant received to Clerk.

MEDICAL DIRECTION (James)

Pulse oximetry training for EMT-B: On hold, new packet from VT State EMS indicates that all District policies will be pre-approved by the VT State EMS Office.
Emergency Vehicle Operations Ad Hoc Committee – stay after meeting tonight
12-Lead EKG Program – FAHC Cardiology is seeking funds, thanks for recent information. Looking to upgrade monitor/defibrillators.
QA/QI – Intermediate interventions for last month:
- Requests for IV access is really only for pediatric patients (under 5)
- NTG not delivered due to single attempt at IV. There is no longer a restriction for attempting a second stick. Vital signs are imperative.
- Albuterol looking better – offer oxygen sat. OK to ask for second treatment, especially if transport time is extended
- C-spine clearance documentation received, thank you

FAHC (Helmken)

Radio room is requesting telephone updates – much easier for transfer of info

TRAINING (Ziter)

Course updates

EMT-B (Malone) – 25 students on track to test & pass
EMT-B Summer (Malone) - slots open, contact Pat
EMT-B (Ziter) – Winding down, ready to test
FR-ECA (Webb) – no report
EMT-I (Malone) – Just started with 16, minimum number. T.O.’s need to pay close attention and support students, they test on Thursday June 29.

Upcoming trainings opportunities
- NIMS Training - Call Howard Rice at the VT Fire Academy 800-615-3473
  - Essex High School 5/17 1830 NIMS IS 700/100 – can be done online quickly and easily – should be for folks who do not have Internet access.
  - NIMS via VT Interactive Television on 5/31 @ 1830, at all 14 sites
Certification/recertification issues
- Upcoming Exam Dates (evaluators needed)
  - May 10^th 1800 initial certification exam
  - July initial certification exam
- District #3 EMT-Intermediate Recertification – table until TO meeting
- (Jones) IBM has old ECAs in need of recert – (Malone) State has a re-cert package, contact VTEMS

- Motion for Clerk to cast one vote for chair, vice-chair, training coordinator and clerk (Lindquist/Nichols). Motion approved.
- Paper ballots cast for Treasurer – Danaher prevailed.

Motion to purchase promotional stickers at quoted price of $700, paid for by the District and reimbursed by a contribution from each service (Ziter/Lindquist). Friendly amendment to direct that District cover cost completely (Jones/Lindquist). Friendly amendment accepted. Balance of checking repeated: $8,352. Motion approved.

OLD BUSINESS (O’Neil)

· F/U regarding VT EMS/VDH communication

o Conversations have occurred, leadership changes in progress. Including EMS in survey of recruitment and retention is gaining steam. Manz, extra money to put toward that…will go someplace.

NEW BUSINESS (O’Neil)

· (Jones) New VT State EMS 10-93/Cancellation Form – is it compulsory? (James) Optional. (Putnam) Yes, but individual service forms must be approved and shaded boxes on State Cancellation Form requires Medical Direction contact. (O’Neil) We need to clarify with the State EMS Office and get back to the Board.

· (O’Neil) Public Hearing re: Single EMT-B Crew, not well attended. Majority in attendance against waiver. Another public hearing with another draft will be forthcoming. MD, Head of Squad, Public Official all signing off on waiver. Question of collecting fees while under waiver. Remediation plans while under waiver with limitations for subsequent waiver requests. Community involvement is key – need to know there are staffing problems. Concern exists that some areas will request blanket

· (O’Neil) Two Board members were recognized at the 2006 Annual VT EMS Awards Banquet last weekend:

o Charlene Phelps, CVE First Response, as 2006 Educator of the Year (Charlene is also service director for Starksboro First Response and Chair of VTEMSD#7)

o Jason Ziter, Training Coordinator, as 2006 EMT-Intermediate of the Year
