APPROVAL OF MINUTES
(Adams)
- Motion to approve March meeting minutes
(Jones/Brent). Motion approved.
CORRESPONDENCE (Adams)
- UVM letter announcing newly elected officers.
- (Marcus) Request for volunteers to serve on a
committee. Planning exercises that will be funded by HSU. Peripheral
entities to spend exercise money. 500K for exercises – want to administer
at state level with local input – looking for volunteers from each of 5 HSU
districts, one rep from each district committee (PD, FD, EMS). Hope to get
everything done in a few meetings. No compensation. Any interests? Adams
interested.
TREASURY (Adams)
- (O’Neil) No recent activity, no report. Chris
McCarthy not seeking re-election.
MEDICAL DIRECTION (James)
- (James) State forms will be reviewed for data.
Complete them.
- (James) Drug safety – need a checks and balances
system. Info from area squads received. Will develop a QA/safeguard policy.
- (James) Certification checks – feedback from six
squads revealed one individual who has been running without cert for one
year. Please complete survey of your members and get information to Dr.
James immediately. (Brent) How does this happen? (James) Some squads need
to tighten up things. (Jones) We obtained information from state and
performed a cross check. (Butkis) No proof of certification, not allowed on
the ambulance. (Baron) Certification should be on file in the station.
FAHC (Helmken/Jaquith)
- (Helmken) Please do not give patients any indication
that the ED will provide a taxi vouchers for return transportation. Please
allow ED to make that determination.
- (Jaquith) Data entry has begun for QA/QI system.
Please make an effort to make forms legible and complete. Please
include time and loaded miles. Individual services and providers will
be contacted if problems.

Certification Practical exam 5/11/05
- Letter from HSU for NIMS update –
bridge course on website for those currently certified in ICS.
RESOURCE MANAGEMENT (Adams)
- MCI
- (Laskarzewski) BIA FAA mandated MCI exercises are
currently in the planning stages. Two events: 1) 7/18/05 – table top,
2) 7/23/05 actual drill. VTANGFD requesting assistance from Resource
Management Committee to make this a meaningful training experience for
both the airport and the District. Intend to create patient profile
cards. Ted Conant contacted regarding moulage. Gathering patients.
Assembling drill controllers & evaluators for prompt feedback. Last
drill was not totally successful - let’s make it real. (James) How many
patients are you thinking about transporting? (Laskarzewski) Regional
jet with < 50 passengers and 80% survivorability.
- CCRPC (Dusha)
- Two of three exercises completed – 50
agencies, 150 providers. This Saturday will be Essex – biggest
exercise yet. Lots of good feedback and suggestions. Some problems
were predicted, and various agencies confirmed them (i.e. –
communications issues). Tabletop exercises do not reveal all
issues. The newly created general resource guide document will
assist in identifying available resources. Many evaluators at each
exercise; and a summary with recommendations will be published in
the future. Follow up functional exercise sometime this summer.
Try to dovetail with BIA drill. Still categorizing risks, etc.
Project will be completed on by August 31, 2005. (O’Neil) Urge you
to work with all agencies to satisfy everyone’s requirements (i.e.
airport, school dept). Need to coordinate. (Laskarzewski) How to
know? (Marcus) HSU is trying to facilitate a collection point for
info – will check.
- (Baron) Grand Isle County planning 4/21 tabletop –
and actual drill 5/21.
- Grants/Funding
- Equipment grants awarded. No further discussion
for HSU.
ADMINISTRATION (Soons)
- (Jones) Developing index for District website Policy
section.
PUBLIC INFORMATION (O’Neil for Ziter)
- EMS Week – ask Jason to post on website/list serv
5/21; concurrent with Kid’s Day – parade down Main Street.
- (Putnam) Hinesburg Open House 1100-1300 on 4/17.

- (Baron) Grand Isle County and contiguous jurisdiction
– bordering communities in VTEMSD#3 will have folks visiting them. Part of
grant process. Integrates multiple disciplines and jurisdictions. Milton &
Colchester for #3.
- (Brent) List of officers that proposed by nominating
committee:

- Training Coordinator - Ziter
- Clerk - Soons
- Treasurer – no recommendation. Ziter has offered
to do this in the interim. (Adams) As Training Coordinator, Jason
spends the money. Fox guarding hen house. (Jones) Does not have to be
a member of the Board. We can leave this open to fill at a later date.
Open nominations to floor. None heard. Motion to
close nominations (Brent/Butkis). Motion approved. Motion for clerk to cast
one vote for slate as is (Jones/Brent). Motion approved.
