INTRODUCTIONS (O’Neil)
APPROVAL OF MINUTES (O’Neil)
- Motion to approve minutes as published and distributed
to Board representatives (Jones/Kellogg). Motion approved.
CORRESPONDENCE (O’Neil)
- Memorandum from VTEMS, re: oxygen cylinder gaskets.
(Jones) What about re-using gaskets for training? (Soons) Not safe with
live cylinder. (O’Neil) Send out memo again, specify for all situations.
TREASURY (Danaher)
- Treasurer’s report:
- Checking: $5,646.29; Merrill Lynch: $3,176.65
- Changing signatures, all statements coming to
Treasurer c/o Essex Rescue
- Motion to approve Treasurer’s report as presented
(Jones/Kellogg). Motion approved.
- (Ziter) PR stickers bill submitted to Treasurer.
MEDICAL DIRECTION (James)
- Pulse oximetry at the EMT-B level - awaiting formal
approval from State
- EKG program – $150,000 rec’d from local philanthropist
has moved program forward. Program has been established as a foundation led
by local cardiologist. Roll out will include distribution of new monitors
with transmission capabilities, followed by provider training. Currently in
the process of working out the details. Suggested roll out is:
- Distribute monitors in phases to services
- Conduct training on EKG lead placement
- Services will perform 12-lead EKG in field and
transmit to FAHC-ED
- FAHC-ED Attending is summoned to ED Comm Center
for real time interpretation of 12-lead EKG
- (Putnam) Will EMT-Basic providers perform?
(James) Yes, EMT-B and higher will be included in training.
- Code 3 – meeting tonight following Board. Cursory
review of D50 cases indicates that there is no need to go code 3 after
administration and stabilization of patient.
- (Malone) Where are we with AED review? There was a
recent case brought up in class in which multiple shocks were delivered, in
excess of the protocol maximum. (James) I am aware of this case, and cases
that depart from protocol typically come my way within 24 hours.
- (Lindquist) Recent cardiac arrest at FAH with
intubated patient transported. Do we need to be accompanied by RRT?
(James) Functionality is the same. If any question, call On-Line Medical
Direction.
FAHC (Helmken)
- East Avenue residents complaining of siren use again.
Please use the hospital access road to get to the ED.
- How is equipment coming? Are folks getting their gear
back? Please make sure equipment is labeled clearly.
- Dr. Uphold is retiring in October. Steve Leffler, MD
has been selected as the new Director of the Emergency Department.
TRAINING (Ziter)
- Course updates
- FR-ECA (Ziter) – Going well,
per Becca Webb.
- EMT-B (Malone) – Initial
certification complete.
- EMT-B (Ziter) – Initial
certification complete. Course went well
- EMT-I (Goss) – Going very
well, small group (now 15 due to attrition).
- Upcoming trainings opportunities
- (Malone) Recent course
registration was extremely difficult. District & IREMS programs are
presented for organizations, not individuals. Please forward completed
applications, with accompanying documentation, and payment when
registering for any program.
- (Malone) We need to examine
recruitment & retention – it’s a hot topic nationally, regionally and
here in VTEMSD#3. We teach courses regularly. Please plan your
recruitment accordingly and perhaps spend time with new members prior to
putting them through the course.

RESOURCE MANAGEMENT (Adams)
- Committee unable to meet due to schedule conflicts
this month.
- MCI (Adams)
- MCI Plan Review in the works
- MCI Tag drill – need to perform skill with some
regularity in order to attain proficiency.
- LEPC (Stolz) – Establishing new chair person.
- VCOMM (Stolz) – Barber has resigned.
- HSU/Grants (Adams/Jenkins)
- (Stoltz) Pandemic Flu Exercise – Last two weeks in
July there will be a full scale drill. Objectives: Notification of EMS
providers in VTEMSD#3 and Bennington District and testing VDH clinic for
first responders. Joint exercise with HSU & VEM & Dept of AG – scope &
objectives available from Jessica Stolz or Lori Shatney. (Malone) Where
is EMS Office tonight? (Stolz) Anticipate participant time commitment
to be one full day during the week. Need 50 people from District.
(O’Neil) Participation is key – this is a step in the right direction.

PUBLIC INFORMATION (Ziter)
- EMS Week 2006 is May 14-20, 2006
- Free CPR classes this week at local EMS services
- Kid’s Day Parade – Saturday May 20th
- 0845 at S. Willard & Main Street for line up
of rigs
- After parade, rigs placed in boat access by
USCG (by Burlington Electric bucket rides). VTEMSD#3 can give tours
of rigs and hand out PR materials. 10,000 Junior EMT stickers have
arrived.
- Wednesday May 17th – Colchester Rescue
Family Fun Night, funded by a local business. Last year 400 people.
This year, combining with PD.

OLD BUSINESS (O’Neil)
- 10-93/Cancellation form follow-up – not discussed
- (Soons) Need to revisit goals for VTEMSD#3 as well as
individual committees. Please forward suggestions to committee chairs.
NEW BUSINESS (O’Neil)
- (O’Neil) Memo from O’Keefe about NIMS training. NIMS
training is required of all First Responders. There is still no
determination as to where these certificates will be held. Proclamations
signed off down to community level, for most. Howie Rice at VT Fire Academy
can help with training. If you did not receive this email, a hard copy is
enroute to service director. (Kellogg) NIMS next week at Essex High School.
