DISTRICT # 3 BOARD MEETING MINUTES

June 13, 2002

Meeting called to order at 18:37 hrs at St. Mikes

Minutes for May 9, 2002 were approved with minor spelling corrections.

INTRODUCTIONS:

 

            Deanna Nelson - Training Officer Essex Rescue

            Doug Brent - Chief, South Burlington Fire Dept.

            Craig Butkus - Essex Town Fire Dept.

 

CORRESPONDENCE: 

            Charlotte Rescue is looking to broaden their per-diem base list.

TREASURER REPORT

                    Treasurer was absent - No Report

MEDICAL DIRECTION:

            Dr. Uphold reported:

                        The Combitube training has started and the attending’s are involved

                        Zole software is almost ready for downloading code’s again.

                        Peter has set up a meeting on the DNR for the end of the month

                        A protocol for the use of a glucometer will be ready next month

                        Medical Direction is still looking for Q and A feedback from all of the squads

MHCIC:

            There was a report hat some ambulances were being given room assignments via radio upon             arrival.  This was thought to be very helpful.

            The new drive was reported to being open in a couple of weeks for ambulances only.  There             were still logistics to be worked out for general traffic.

             It will now be up to each squad for the foreseeable future to clean their equipment.  Due to             limited resources Fletcher Allen can no longer provide this service.  There may be a time in the future that this service will be returned.

POLICY AND PROCEDURES:

            The revised By-Laws for the change to the training committee officers was presented.  A motion to accept the changes was made by Maureen Leahy and seconded by Jim Kellog,             the motion was passed.  The changes are now posted on the District Web page.   Maureen will head a group to find a person to fill the training chair position.           

LOGISTICS:                                                           

            No Report

MCI:

           We are looking for any one interested in helping Terry Francis on the MCI committee.  This does not have to be a member of the Board.  Please ask around your squad for any one interested in working on this committee.

TRAINING:

            The first Combitube class was completed with 20 EMT-I’s now certified in the use of this airway management tool.  Additional classes are scheduled.  The schedule can be found on the District 3 WEB page.  More classes are being scheduled.

             The EMT-B summer class started on June 11, 2002 with 11 people

             The Spring EMT-I class had 14 students. One person did not take the test, 1 person failed the 

practical and has scheduled a retest and 4 need to retake the written test.  The spring EMT-B class had 44 students.  36 had taken the written as of the meeting.

 

            The fall EMT-I class will be taught by Greg Thweatt and Keith Robinson with Tara Pacy helping out.  The spring class will be taught by Keith Robinson and Maureen Leahy with Tara Pacy helping out.

            The EMT-B and EMT-I course will be using the same text books and course material as the             previous class.  However due to increasing costs the EMT-B course will go from $225.00 to $295.00 and the EMT-I course will go from $225.00 to $275.00.  There has been a problem with filling the EMT-I class.  The spring class only had 14 students out of a possible 24.  The spring EMT-B class accepted 44 students in an attempt to make up for the shortfall in the EMT-I class.  However this turned out to be to large a class and all future EMT-B classes will be limited to 36 students.

              The class schedules for both the EMT-B and EMT-I classes for fall and spring were proposed.  Maureen Leahy made a motion to accept both class schedules and the increase in class fees.  This motion was seconded by Scott Flieger.  The motion passed.

            A motion was made by Maureen Leahy to accept a proposal for a EMT-B refresher to be taught by Pat Malone for BFD.  The motion was seconded by Jim Kellog.  This will be a closed class for BFD as they have 10 new people to be recertifed.  The class will be held July 22, 23 and 24, 2002.  It will be a full eight hours each day, with testing being completed on the 24th.   If anyone needs to take the State recert test they will be able to do so on July 24, 2002.  Please call Pat Malone and fill out your State paper work if you want to test at this time.

OLD BUSINESS:

            License proposal for FACT.  FACT is part of FAHC.  This service is intended as an inter-facility and intra-facility transport service.  It is expected to operate the same as it had for the past several years under the Lamoille license.  The paper work has been completed and a public comment period has ended.  The only comment was received from AMCARE ambulance service and they were not in favor of granting the license.  The letter was read to the members of the District Board.  St Mikes also expressed a concern due to their NIKU coverage.  The management from FAHC explained that this service is provided on a contract basis and that St. Mikes has been given the contract again for the next year. This has been and will continue to be reviewed on a yearly basis.  A motion was made by Maureen Leahy to accept the license application for FACT.  The motion was seconded by Chris Putnam.   Motion passed.

NEW BUSINESS:

           Next months District Board meeting will be held in Tarrant Hall at 18:30 hours
