DISTRICT # 3 BOARD MEETING MINUTES July 10, 2003

 Attendance:

Scott Flieger called the meeting to order at 1832.  Doug is on vacation.

Introductions:  Dave Gervais is Essex Rescue’s new training officer and alternate for boards.  Brian Johns introduced as the Lamoille representative.

Minutes from June’s meeting accepted as is.

Correspondence: The Champlain Valley Fair is coming.  They are looking for medical personnel to first respond on site during the fair.  Shifts are available 8/23-9/1.  The local contact is Moe Forcier (802) 434-3006.

Treasurer’s Report: proposed and accepted

            Classes $2103.58

Medical Direction: Peter

            The DNR forms are now in circulation. 

Wendy James, MD will be assisting Peter as Medical Direction

EMTs can shadow attendings in the ER.  Please contact Peter or Tara to sign up.

FAHC: Gil

The ER would like to design a method of feedback on calls and in the ER.  This could look like a variety of methods.  Crew by crew? Service by service?  How to reach big groups? Please give feedback to Gil with our ideas of how this might work.  Gil would like to have ideas given to him and then be discussed at next month’s meeting. 

The vacuum splint is usually taken off immediately when our patients are left at the ER.  It is a great tool for in the field and in transport.  Before we leave if we can ask to assist the ER staff in taking it off it will prevent them from being misplaced or improperly removed.

MCI committee:

            Becca asked if there was an update on the trailer discussion from last month’s board meeting.  Jess stated that Keith had submitted the proposal he brought to last month’s board on behalf of St. Michael’s.

Logistics/Policies: Lee

            Lee asked a question about 911 addressing and dispatching.  The quality assurance person at 911 is Sara Ferris if services have complaints, questions, or corrections.

Training Committee:

Pat- Summer class has 15 students 2 are in danger of not completing the course.  State written and practical on 7/23.  He is looking for help with practicals.  pmalone@zoo.uvm.edu     This can also be an opportunity for any kind of testing to be offered.  If you have members interested in testing on that date please contact Pat so that arrangements can be made.

Spinal Immobilization Protocol Train the Trainer session first come first serve.  18 slots.  Ideally one person per service would be trained and then would train others.  Register with Pat.

Fall/Spring EMT-I proposed:

            Greg and Maureen are the coordinators.  There are also new applications (passed out at meeting and on website).  11/2/03 until the second week of May ’04.  The classes will be held on Monday nights and some Saturdays.  Peter Weimershiemer is the Medical Director.  The cost for the course is $525 and first priority will be given to District #3 affiliated students until 11/3/03.  National Registry EMT-B scores will also play a role in entrance into the class.  If the candidate is not NR certified or if score on exam was lower than the required score than candidates will be able to take an entrance exam.  After much discussion the decision was made to bring the checks/PO, completed applications, and each services priority list to the next board meeting.

There is a possibility of Jackie Goss holding a daytime course that would shadow this class.  We may see a proposal next month.

EMT-B classes proposed and accepted:

Chris McCarthy  vabirom@aol.com  879-1737 Tuesday night classes with one Saturday in April for the MCI training. (9/2-5/4)

Pat Malone pmalone@zoo.uvm.edu  656-3489 Wednesday night class every Weds with 3 Saturdays and one Sunday.  There will also be labs whose times will be decided by individual lab groups and practical instructor.  (9/3-12/17) 

Kate Soons katesoons@adelphia.net   Tuesday, Thursday afternoon and some Saturdays class to be held 9/2-12/17.

There is now a list of required equipment for students to bring to EMT-B classes and jumpsuits or uniforms will be required for all practicals.  There is also a change in the grading criteria.

First Responder retest scheduled for 7/10.

Old Business:

            AED grant was approved by state and federal gov. The money will be divided between Grand Isle, Huntington, Essex, Richmond, and Vergennes.  Priority is given in this order: First Responders, ambulance services, non-ambulance organizations.  This $ is just over $10000.  Jason Z. and Chris McCarthy are part of a committee to look at the needs of each service with the organizations involved.  The paperwork needs to be returned to the EMS office by 7/21.  Bill Clark brought examples/quotes from vendors contacted about this grant.  The quotes that he brought are only from the businesses which responded to EMS requests.  These quotes are also open to others in the district to independently purchase new AED equipment.  Pat asked Bill if some of the money can be used for training (airway, CPR).  Yes-  Bill was going to check if additional funds were available for training or if it was only the money included in the $10000.  If any other questions please call Bill at the EMS office at 863-7310.
