INTRODUCTIONS (O’Neil)
- From FAHC ED, Lindsay
Biladeau – : nursing student participating in a summer internship program
with Gil Helmken,RN, she is observing other aspects of professional nursing
in the form of committee activity

to the Board

APPROVAL OF MINUTES (O’Neil)
- Attendance correction – Beth Thomas was on a different
continent
- Title correction – IMAT = Incident Medical Assistance

- Motion to approve June ’06 minutes with corrections
(Kellogg/Phelps). Motion approved.
CORRESPONDENCE (O’Neil)
TREASURY (Danaher)
- Treasurer’s report:
- Checking $9,610.87, no change in other accounts.
- District Dues – Bills will be mailed to all District
#3 services soon with transport services contributing $120 and first
response services contributing $60.
MEDICAL DIRECTION (James)
- Online Medical Direction access follow up
- Clarification re: IV fluid bolus. Any off line IV
also qualifies for 500 cc bolus of normal saline. Questions have arisen
about whether or not an IV can be initiated. Many times, the patient
already met off line criteria. Follow the protocol.
- (Soons) The IV protocol has been updated to
reflect this clarification. Motion to approve revised IV protocol as
presented to Dr. James (Jones/Ziter). Motion approved.
- 12-Lead EKG project
- Working on technical issues with TSP/UVM.
- Code 3 Committee
- Survey due today to Craig Butkus.
- Duty to act: when you are dispatched to a call, you
have a duty to respond. Do not delay response to confirm your service’s
position within the response matrix. If you come upon the scene of an
incident, and you are not doing anything, you have a duty to act. (Jones)
What if you have a critical patient on board? (James) You take care of the
patient you have and summon another EMS service.
- (Ziter) Is there any interest in a District-wide First
Response form? (Soons) Table to Resource Committee – Butkus to follow up.
FAHC (Helmken)
- Apology regarding bloody equipment in lockers.
Environmental services staff are continuously turning over, frequently short
staffed, and often times a language barrier exists.
- Please use the hospital access road at all times.
This road is easily accessed from Williston Road. Please do not use
East Avenue for code 3 transports. Excessive and unnecessary use
of sirens on East Ave is aggravating residents.
- Statewide Pandemic Flu drill at the end of July. VDH
testing other hospitals and satellite clinics to prevent contamination of
FAHC. (Jaquith) Plan is to shift flu patients to FAH. As part of the plan,
the ED Comm Center will be calling each service to ascertain if a second
ambulance could be staffed, in the event of a true outbreak.
- (Plimpton) Could use a new mop bucket and broom.
- (Jaquith) FYI, secure recycle bin has been removed
twice from the EMS reporting room.
- (Lindquist) Please do not idle ambulances outside
doors to ED. (O’Neil) Actually, it’s against the law to leave any vehicle
idling unnecessarily.

- EMT-I - July 27th
entrance exam – starts 8/28th
- Course proposals
- EMT-B Refresher (Soons/McCarthy),
9/9 & 10/14 from 0830-1700, and 9/27 & 10/25 from 1800-2200;
$150/participant includes materials, lunches & breaks. Questions –

Completed applications with payment to IREMS (656-3489). Motion to
approve EMT-B refresher course as presented (Adams/Thomas). Motion
approved.

RESOURCE MANAGEMENT (Adams)
- MCI
- Tag week went well, few hiccups, but that’s the
point. Issues resolved immediately. More data next meeting.
- Pandemic Flu Exercise 07/06 – see FAHC
- HSU/Grants (Jenkins) – Jenkins not present
- (Adams) Departments have rec’d info re: grants.
Deadlines are end of this month. Quick turn around. RFPs will be
responded to by 30-45 days. Very slim pickings with greater
competition. Need to fit into their wish list. (O’Neil) MCI, swift
water, other task oriented trailer. Lion’s share to state for
communication project, which purportedly will benefit all responders.
HRSA awarded VDH $$ for emergency preparedness – where is this $$ being
used?
- NIMS – all responders may complete training
online.
- Other tasks will be updated next month
- IMAT at CVE (James) Utilized at the Champlain Valley
Exposition recently. There is now a flier and there will be an educational
component for area responders.
ADMINISTRATION (Soons)
- Outstanding quarterly reports (ALS): Essex FD, FACT
(1st/2nd), Huntington FD (1st/2nd),
IBM, South Burlington FD (1st/2nd), South Hero (1st/2nd),
UVM).
- Next round of quarterly reports due at October meeting
10/12/06.
- VTEMSD#3 Contacts – not discussed
- ASA/D50/Glucagon – regarding discussion last month
about specifics of orders, should this be contained in one document? (yes)

PUBLIC INFORMATION (Ziter)
OLD BUSINESS
(O’Neil)
- District goals reviewed and discussed. Items will be
reorganized by standing committee and distributed for committee discussion.
NEW BUSINESS (O’Neil)
- (Phelps) Bad accident recently in District #7
involving an ambulance. Driver did a great job, and saved the lives of
everyone. EMS personnel sustained serious injuries from flying equipment.
Everything in the back of the ambulance is now bolted down. The shoulder
straps were not attached to the stretcher and the patient came out the
stretcher. We can all learn from this event.
Motion to adjourn at ~1940 (Ziter/Lindquist).
