Meeting called to order at 1839
Certification questions:
Chris Winner from Colchester Rescue asked the board for support of his reinstatement of his intermediate certification. His National Registry Basic expired 3/03 - at that time he renewed his VT and National Registry Basic, but did not realize that his Intermediate certification was due at the same time. Motion made and passed for the state reinstatement paperwork to be signed by Doug with no conditions set by the district.
Introductions:
David Gervais introduced Greg Cluver as the new executive director at Essex Rescue.
Motion to accept minutes from last month with the change in date to the correct week.

Medical Direction-Peter:
-Peter introduced Wendy James as assistant medical director.
-Reminder of Train the Trainer session 8/27 on Spinal Immobilization Protocol. E-mail/call Pat Malone to register.
-Question posed: Where should we be leaving EMT-I CE forms to be signed? Please leave them in Peter’s mailbox at the hospital. He will sign them and will give them to Medical Health Care Information. Every few days the signed forms are sent to the EMS office. Prior to sending MHCIC writes down the names and what was sent. If you have questions about if your CE has been received at the EMS office call there and if they do not have it you can ask the radio room to check if it has been sent.
FAHC/Medical Health Care Information-Kirstin:
-Phone updates- Reports are coming in via radio in increasing quantities. This should be used only if no landline/cell access.
-Code downloads:- The computer programs for both Zoll and Lifepacks are up and running. After patient has been given to the ED staff please bring the card or machine to the radio room to download. If it is possible please have a crew member stay with radio room staff and jointly fill out the needed cardiac paperwork.
-Triage: The radio room will be asking if we can go to triage with our non-critical patients. If applicable please have your patient move to a wheelchair either in the ambulance bay or in the hallway near the bays. This will prevent the trying to maneuver around the people waiting in the waiting room and in the triage center.
-Equipment: Please check for equipment whenever you are at the hospital. There is a lot of equipment in the lockers and bay at the hospital.
-Follow-up about Fletcher Allen / ambulance crews communication discussion from last month:
Question about composition book status? This can not be used because of HIPAA regulations. For now please leave a note in the radio room or with the charge nurse with contact name asking for information about the patient’s condition/care. This request should happen as close as possible (ideally immediately) to when patient is delivered at hospital.
-MCI committee-Becca:
-Update on Trailers - BFD received the grant that they applied for. They are currently ordering supplies and will be working out a plan for the district to have access to the materials. Milton and St. Michael’s did not receive the grant.

Heavy Rescue/Fire:
A reminder that the Chittenden County Regional Fire School is September 20-21st. There are some EMS courses offered at the fire school. Contact Jim Kellogg (Essex Jct. Fire) for details.
Training Committee:
-Jason and Greg are working on building a web-based training calendar.
-Recertification exam- Jason is going to call Peter Keibel to see if he is interested in coordinating. We will soon have dates for the Fall and Spring recertification exams.
-EMT-I Transition course proposed by Greg and accepted. Jackie Goss will be coordinating. It will be held at UVM and there is room for 24 students. Services should prioritize their first and second choices and contact Pat Malone to register. Pmalone@zoo.uvm.edu 656-3489. It was decided that each service will receive one space and if there is extra room the remaining students will be drawn randomly at the September meeting. Sept. 8- Oct. 13th Monday nights and Saturday 10/13. $154 for the course. The text is not included in the price. The Combitube class is a prerequisite for the class. The syllabus is posted on the VTEMSD#3 website. Training Officers should register students by 8/29!
-Transition courses in the future: It is expected that we will need about 10 more transition courses to reach the needs of the ~200 EMT-I’s in the district. The current thought is to have one about every month until the needs are met. Aiming to have transitions completed in about one year.
-Combitube class: Jason Z. will be finding an Instructor-Coordinator to teach the class and will announce the times/dates on the listserv.
-Questions about the EMT-I ’03 curriculum/course discussion-Greg:
Clarifying questions on Entrance exam details, in district/non-district applications, credit requests, daytime courses passed out and added to the VTEMSD#3 webpage.
Jackie is willing to coordinate a daytime course. The proposal will be submitted for the September meeting. This class will shadow the evening class. It will be one day a week with the Saturdays joining the other class.
EMT-I class is 104 hours and about 30 hours of clinical time. The clinical time is now based on competency and exposures to skills taught in the class. The transition course also requires observation time.
Observation time on the EMT-I level is with a physician- this should mean less competition for time with the students in the Basic class. Greg/Pat are now working with the hospital to plan if it is possible for both classes (B&I) to have students in the ER at the same time. They are also investigating if part of the time can be with the Respiratory Therapy team.
EMT-I protocols?- Dave G. asked if Greg/Wendy/Peter had heard if the protocols had been developed yet. No information on completion. There was some concern about the delay in when the information was learned vs. when it can be used. Mike O’Keefe had suggested to Greg that the district and individual EMT-I’s write a letter to Dan Manz and Wayne Misselbeck requesting that these be expedited. Proposed and passed to have Doug call the state office on behalf of the district.
Brian asked if Paramedics and Instructor Coordinators would be grandfathered? It is unclear. Individuals affected should call Mike O’Keefe to discuss.
-EMT-I class: The prioritized applications are due by 9/8. All #1 for services turned in tonight are in the class. At the September board meeting we will do a lottery system for the extra slots. In the meantime services who still have people and services without anyone should contact Greg T. so that we can gauge what the demand is.
-Entrance exam 9/29 (This is a change in date from at the meeting.) at UVM Rowell 110 at 1800 hours. All participants who scored less than 80% on NR EMT-B class or have no NR score that are registered for the November class must take.
Motion made and accepted to include entrance exam with the requirements approved last month. The score on the entrance exam and as a minimum score on the National Registry was based on research from the NR exam data locally and statewide.
-Module courses 1 & 2 canceled due to lack of registration. Will be proposed later to begin in January. Please e-mail Becca if questions rswebb@globalnetisp.net
-Refresher Course: proposed and accepted. Contact Chris McCarthy 879-1737 to register. $125 Sept. 6, Oct. 4, Nov. 1 There is no recertification date with this class. Please register through your training officer.
-EMT-B applications were due at District Boards this month.
-Question asked about when CPR needed by to be in Basic class- At the start of the class!
