APPROVAL OF MINUTES
(Adams)
- Motion to correct minutes (Baran/Brent): Omission in
minutes – within Medical Direction’s report, regarding proposed addition to
Medical/Traumatic Arrest protocol: should read, “arrest with blunt trauma
as an indication for non-transport with online medical direction
approval.”
- Motion to accept corrected minutes Ziter/Baron.
CORRESPONDENCE (Adams)
TREASURY (McCabe)
- No report. (Soons) No activity.
MEDICAL DIRECTION (James)
- Protocol discussion. No change in protocols. C-spine
field protocol is looking grim. Hope to approve protocol revisions next
month.
- Medication Storage Quality Assurance Program –
services should report plan currently in use by November meeting.
- Electronic documentation/QA system: Dan Wolfson MD/FAHC
ED and Chris Bowles NREMT-P/FACT gave a presentation to the Admin Committee
regarding a new electronic data reporting system that could be used for QA/QI.
FAHC moving forward much faster than previously reported. A more detailed
document will be sent out via the EMS ISSUES list serv tomorrow. All
transport services will be required to input data using this system at FAHC-ED.
Services will have the option of utilizing this system within their own
organization. Participation, including capital purchase of start up
hardware, is estimated to be ~$5,000 per ambulance and consists of an
electronic tablet. (Ziter) A demonstration of the product to District
services directors would be beneficial before services commit funds. A
longer discussion ensued. More info on the list serv tomorrow.
FAHC (Helmken)
- EMS Room is nearing completion.
- Take care, as a crew, when speaking about various
sensitive topics within the ED. Voices carry quite well into patient rooms.
- ED Nurse Internship Program has begun – will be
contacting squads for ride along.
TRAINING (Ziter)
- Course updates:
- FR-ECA (Webb) – 8 people
tested.
- EMT-B (Malone) – not present
because he is IN class!
- EMT-B (Ziter) – currently 7
applications; need 16 for course. Application deadline September 19th.
Open to out of District applicants.
- EMT-I (Goss) – in progress,
22 participants. Certification in January ‘06.
- Refresher course (Ziter) -
begins 9/10 at 0830 at Rowell. Breakfast & lunch served.
- Course approvals (Ziter):
- FR-ECA (Webb) – no other
courses planned until spring
- FR-ECA (Putnam) – Hinesburg
will present request for approval soon
- Module 3 (Webb) syllabus
presented. Need 8 participants to run, have 4. Motion to approve
course (Baron/Pouliot). Course approved.
- Upcoming trainings opportunities
(Ziter/Plimpton):
- DHART trauma series in
October, mailing to individual services or online at
www.dhmc.org
- Certification/recertification (Ziter):
- Bring all certification
issues to training coordinator, who will review with medical direction,
for efficiency. Any unusual situations will be reviewed with the Board.
- Recertification dates:
- Wednesday November 9th
at 1800, Rowell
- Wednesday November 16th
at 1800, Rowell
- If services send an
individual, they should send two evaluators. Evaluators need to be
an EMT-B for at least one year, and have the approval of their
primary service Training Officer.
RESOURCE MANAGEMENT
(Adams)
- (Adams) Regarding resource deployment from VTEMSD#3 –
12 agencies with ambulances and 32+ people committed, if called. Represents
an excellent commitment on the part of our ranks. (Baron) Statewide
response has been well coordinated.
- (Adams) Committee met this evening to discuss the
Response List. There are service directors that still need to provide
feedback regarding the proposed changes that were published via the list
serv.
- (Dusha) CCPRC
- Grant period ended 8/31. Awaiting final approval
from HSU prior to publishing final documents.
- Overall, excellent participation from this
District throughout the various activities. Three trends identified:
- Need improved provider proficiency with use of
ICS
- “ “ “
“ “ “ use of MCI plan
- Need to assess and improve communication
between agencies
- RedBird meeting 8/23 well attended, much info
clarified.
- (Baron) LEPC13 similar outcomes, equipment
needs identified and rectified.
- IPAC palm devices – a quick reference for
emergency plans, with other information/resources like HAZMAT & WMD;
unknown time frame for distribution. Hardware present, need software
and upload.

FY05 projects focus = emergency operations plans and
rapid response plans – timely discussions given turn of events in the
Mississippi delta flooding

NIMS/ICS – Governor Douglas has signed an executive
order requiring NIMS training. A statewide strategy and plan has been developed
for training and process- no clear schedule, refer agencies to PD, Fire Acad,
- (Jenkins) Melissa Jenkins is now the HSU Northern
planner, a one of two newly created VT HSU positions that will work more
closely with our region. Jess Barber is the exercise planner, and a grant
planner has been hired (in training). Hopefully, more outreach and onsite
assistance.
ADMINISTRATION (Soons)
- Presentation on electronic documentation from Chris
Bowles, NREMT-P with FACT and Dan Wolfson, MD, FAHC Emergency Department.

PUBLIC INFORMATION (Ziter)
- Please consider EMS Week activities now. Perhaps some
brainstorming and pre-planning would yield greater participation.
- EMS Week 2006 is May
14-20, 2006 with Saturday activities to be scheduled for 5/20/05.

OLD BUSINESS
(Adams)
- (Soons) In June, we discussed planning a potential
legislator informational meeting. Is there any interest in pursuing this?
Deb Baron has done this up north. (Ziter) Speak to Hampton Inn for room
donation. Get in touch with BC Williams, as he was well versed on issues.
Vermont House/Senate session schedules needed. Solicitation for
help…(Jenkins) FD/PD are well represented; no EMS language in appropriation
bill mandating minimum 10%.
NEW BUSINESS (Adams)
- (Baron) Grand Isle County Mutual Aid – Concert to
benefit Grand Isle, LA on 9/25/05, 1300-1700 at Knight’s Point State Park
