DISTRICT # 3 BOARD MEETING MINUTES

November 14, 2002

Meeting called to order at 18:35 hrs at St. Mikes

Minutes for October 10, 2002 were approved.

It became apparent that some squads do not get information sent out by the district board.  All squads are reminded that our primary method of communicating is through the EMS Issues or Training data base.  It is recommended that all squads that have internet capability or if you do not have this, some one on the squad that has internet capability subscribe to the EMS Issues data base.  The directions for subscribing are on the District Web Site at

INTRODUCTIONS:

            Doug Brent - District Rep for South Burlington Fire Dept.

CORRESPONDENCE:

Deb received a list from the State EMS office with the names of EMTs who will need to re-certify in the spring and a confirmed schedule for EMT testing for F/Y 2003 and         non confirmed dates

Keith Robinson is proposing PEPP courses.  PEPP- BLS 8 hours and PEPP-ALS 16 hours.  If interested contact Keith at 656-3489 or at

Instructor program starts January 18, 2003 and 19, 2003 with follow up sessions in February and March.  To apply you must submit a resume, letters of intent and a commitment to teach classes.  The applications need to be in no later than December 15, 2002.

A haz mat course will be held by Chittenden County Fire, contact Todd Goodwin at 655-6420 if interested in attending.

Colchester Rescue will have a daytime training session on Emergency Childbirth, December 9, 2002 at 9AM.

Jackie Goss is giving her sickness/wellness lecture at St. Mikes on Nov. 17, 2002.

On January 3, 4, 5 and 10, 11, 12 there will be a Wilderness EMT course.

TREASURER REPORT

Treasured was absent -No report

MEDICAL DIRECTION:

No additional information this month.

MHCIC:

It is asked that when entering the ER, attempt to reduce the flushing of the air lock.  The linens for changing cots are now in the hallway inside the ambulance entrance.

Blankets are getting low in the ER.  Please do not take extra, only replace what you used.  If you have extra ones at your quarters or on your rigs, please return them.

It is again being requested that NO EMS personnel make statements or promises to patients that the ER will provide taxi vouchers for the patients to get back home.  All squads are reminded that information on your patient are necessary as early as possible.

 Squads reported that the cleaning of equipment had been very good and that the staff in the ER have been very pleasant. 

POLICY AND PROCEDURES:

LOGISTICS:

Feedback still needed on the backup policy from BFD due to Rescue 2 being placed in service.

MCI:

TRAINING:

Still seeking a candidate for the position of the Training Chair. 

The EMT Basic and I classes are on schedule, the practical test for both will be on December 11. 2002

Keith and Maureen reported that the spring EMT-I class has 15 of the 24 slots reserved.

The First Responder module 3 has 8 students.  Their first practical is November 15, 2002, with their exam on December 16, 2002.

The refresher class completed with 18 students.

The last combi-tube class at Essex was completed.  The next class will not be scheduled until sometime early in 2003.  Over 75% of the District EMT-Is have been trained.

Kate Soons proposed a new Refresher Course to be held on the following dates; 1/13/03, 1/18/03, 1/19/03 and 1/20/03.  It will follow the national curriculum.  Motion made to accept by Jim Kellog and seconded by Sean Collins.  Motion passed

Doug Brent requested an ECA recert exam on November 26, 2002 at South Burlington Fire Department.           

OLD BUSINESS:

Defib Grant Application - The grant went through.  District 3 will receive about $10,000 to be split between Essex Rescue, Richmond Rescue, Huntington First Response, Grand Isle  Rescue and Vergennes Rescue.  These squads need to put together a proposal on how to divide up the grant funds. 

Doug Brent has agreed to fill out Maureen Leahy’s term as Vice Chair.  He is the new Rep from South Burlington Fire Department.

Licensing Committee Report - Lee reported that all licenses were received and reviewed.  All services, with the exception of UVM were recommended to be issued their full license for 2003.  A motion was made by Chris Putnam to accept all but UVM for a full license, seconded by Sean Collins, Passed.  The committee looked into reports that UVM has been out of service and this had impacts to response times in their service area.   Reports were received from BFD and South Burlington Fire Department.  A discussion ensued on how best the District can help UVM stay in service.  UVM spoke of their difficulties in filling out a duty crew. The committee recommended a conditional license for a 6 month period be issued.    A motion was made by Sean Collins and seconded by Doug Brent to recommend to    the state that UVM be given a conditional license for 6 months.  Passed.   Peter Weimersheimer made a motion that an ad hoc committee be formed to help UVM formulate a plan to meet State in service requirements.  This was seconded  by Doug Brent.  Motion passed.    The committee members will include UVM personnel, Mike Richards, Doug Brent, Jess Gagne and Lee Jones. 

A proposal was discussed that will require all squads to report records to the licensing committee every 6 months.  Peter Weimersheimer made a motion that the licensing committee develop a form     for reporting in/out of service, number of runs, average run time, etc. bi-annually to the licensing committee.  Seconded by Doug Brent.  Passed

NEW BUSINESS:

A representative from Contact Paging presented a brief overview of their concept of a dispatch center.  Al Barber stated that the County Fire Chiefs have given Contact permission to use the County Fire Frequency for call backs to this dispatch center.  All messages would be sent out to a alpha/numeric pager.  If you would like more information on this contact, Contact Paging.
