APPROVAL OF MINUTES (O’Neil)
- Motion to approve minutes as posted (Ziter/Jones).
Motion approved.
CORRESPONDENCE (O’Neil)
- From Becca Webb, VTEMS I/C, regarding FR-ECA modules –
no class currently in session, considering proposal for a Module I course.
- From Chief Ken Morton, Williston FD, regarding the
proposed response list.
- From Chief Ron Mack, Richmond Rescue, regarding the
proposed response list.
TREASURY (McCabe)
- Treasurer’s report
- Merrill Lynch $3,176.53
- Checking $9,093.98, with a deposit of
~$2,500 pending
- VTEMSD#3 post office box – in progress
- Motion to accept treasurer’s report (Brent/Adams).
Motion approved.
MEDICAL DIRECTION (James/Wolfson)
- Any and all requests for medical direction’s signature
should be obtained at the monthly District #3 Board meeting. Please do not
leave any forms at FAHC-ED.
- Offering training for needle stick exposures in the
field; TO’s discuss at January 12th Training Committee meeting
- Pulse oximetry for EMT-B’s to be discussed with VT EMS
Office
- (O’Neil) Where are we on the issue of patients who
expectorate on EMS providers? (James) We are waiting to hear from the
State’s Attorney to prosecute as assault.
- (Cowles) Spinal protocol – where does documentation
go? (James) For real time communication, leave one copy with the patient’s
chart for the provider; for QA/QI, leave another copy in the ED Comm Center
with the pink EMS sheet. By the way, I have never seen one. There is a
great study of c-spine injury and pre-hospital assessment out of Maine
(given to Ziter for TO’s.).

TRAINING (Ziter)
- FR-ECA (Webb) – no report
- FR-ECA (Putnam) – 9-10
students, going well
- EMT-B (Malone) – just
completed, 15/16 will be eligible to test
- EMT-B (Ziter) – going well,
first exam recently
- EMT-I (Malone) – just
completed also, not sure what numbers completed
- Course proposals
- (James) Is there a
possibility of another EMT-I Transition? (Ziter) We can consider.
(Malone) Not able to combine EMT-Intermediate Refresher with Transition
at the upcoming VT EMS Conf.
- (Malone) EMT-B Refresher
Course proposed, same format as last fall, coordinated by Chris
McCarthy, $165 includes materials and lunches. Motion to approve the
spring 2006 EMT-B Refresher as presented (Brent/Ziter). Motion
approved.

- January 5th at
1900 Colchester Rescue, Dr. Wolfson will give lecture on Smoke
Inhalation. RSVP to Colchester Rescue 655-3555.
- Certification/recertification
issues
- (Ziter) EMT-B & -I
certification testing: Saturday January 14, 2006. More specific
information will be posted on the list serv. Remember, if your service
has candidates testing, please send qualified evaluators to assist.
- (Ziter) EMT-B recertification
dates for March will be announced in January. (Putnam) Could two
different nights of the week be offered? (Ziter) We can consider. Each
service should send two qualified evaluators. Last November, a live
EpiPen was used on a patient model. Be careful.
- Equipment
- (Ziter) Equipment that has
been ordered is slowly coming in.
- (Malone) Equipment
maintenance and replacement proposals:
- Proposal from Laerdal to
revamp (2) intubation manikins and up to (10) CPR manikins for
~$2352. Motion to approve expenditure of up to $2500 to recondition
~12 CPR/airway manikins (Brent/Jones). Motion approved.
- Request to spend $1500
with Boundtree to replace disposables and other odds/ends (ex.- Sam
splints). Motion to approve expenditure of up to $1500 with
Boundtree for miscellaneous supplies (Ziter/Kellogg). Motion
approved.
- (O’Neil) New CPR curriculum? (Ziter)
Roll-out is in March. More information to follow. Need to contact your
defibrillator manufacturer as to how to adjust the AED analysis process.
RESOURCE MANAGEMENT (Adams)
- Committee met tonight at 1730
- (Butkis) Response List
- Underhill was listed mistakenly;
area leaders met to examine the exact areas of response. All leaders
signed memorandum of agreement for this response; and agree to revisit
this topic in the near future for re-assessment. (Lindquist) Now we
need to update our response list? (Butkis) Yes. And for clarification,
the actual response list is not changing from the format that was
presented last month. Again, there will be a grace period to provide
ample warning period for dispatch.
- Williston – Chief Morton has
proposed a response list for Williston (see list). Again, we also
agreed that we should reassess as needed.
- (Adams) Interstate 89 issues –
(Morton) Concern about the response line being drawn at the rest areas;
maintain line either at Johnson or French Hill. Whomever is responding,
Williston Fire Department EMS should be notified. Chief Soons from St.
Mike’s echoed these concerns as well. Looking for same protocol,
dispatch WFD. (Adams) Another request, exit 15 is the line for SBFD and
SMR, change back to south end of Winooski Bridge.
- Motion to accept changes to Williston, as
presented; accept the wording changes for Underhill, as presented;
accept the changes for I-89 Winooski Bridge line; accept the changes for
I-89 in Williston, as presented (Brent/Kellogg).
- Discussion re: Winooski Bridge I-89:
(Lindquist) Winooski Fire covers the bridge. (O’Neil) Actually,
this was changed to the municipal line, in the middle of the
bridge. (Brent) Currently, north and inclusive of the bridge is SMR,
south of bridge is SBFD.
- MCI/CCRPC (Dusha)
- (Baron) GIRS second rig not in airport response.
Table to committee
- (Dusha) CCRPC
- Updates to Rapid Response Plans for all
committees, new for Town of Richmond, reviewing eight others. Key
to include verbiage for the adoptions of NIMS/NRP.
- LEPC is conducting an upcoming annual evening
meeting.
- After action report for agencies can be picked
up tonight
- ’06 contract for statewide exercise grant
period will include a series of table tops and functional exercises
by county…details to come
- (Adams) On behalf of everyone in VT EMS
District #3, we would like to express our sincere appreciation to
Toby Dusha for his efforts to further organize our response to MCI
and emergency preparedness. <Cake served>
- LEPC (Barber)
- CRA is doing the exercises….two tabletops and one
functional. Table of contents as to what the exercises will be – at
LEPC meetings…will bridge info to District
- PDA program: letter of agreement will go out; PDA
will remain property of the LEPC because it is a grant.
- VCOM - VT Communications Project - 20’
presentation in January

- Jenkins unable to attend today
ADMINISTRATION (Soons)
- Policies
- Medication Policy (James) - Most are in, only a
few are inadequate. Need to have a policy or SOP that clearly
delineates security of meds, etcetera. Additionally, what would your
service do if there were a discrepancy discovered? Many of the plans
submitted are missing this. In order to move forward to other drugs, we
need to demonstrate safe & secure systems in place.
- EMT-Intermediate (1990 vs. 2003) Policy – not
discussed
- Out of Service Quarterly Report Policy – not
discussed
- Annual License Review Policy – new draft pending
to address
- non-certified members listed on license
- Quarterly Reporting for ALS Interventions and OOS
Reports, beginning January 1, 2006:
- January – March, due at April meeting
- April – June, due at July meeting
- July – September, due at October meeting
- October – December, due at January meeting
- All licenses eventually received, reviewed for
completion and submitted with the appropriate signatures to VT EMS prior to
the due date. Motion to accept license renewal applications as reviewed by
District #3 License Review Committee (Jones/Brent). Motion approved.
- District website policy index – not discussed.
PUBLIC INFORMATION (Ziter)
- Need to assemble ad hoc members to begin discussing
this topic next month.
- Consider:
- Each service hosting a free CPR class
- PSA – commercial again?
- Organize the Church Street event – get involved
with Kid’s Day!
- (O’Neil) What is the theme for this year? (Ziter) Not
certain yet.
- EMS Week 2006 is May 14-20, 2006

OLD BUSINESS (O’Neil)
NEW BUSINESS
- (O’Neil) Approached by Dr. Uphold as Chair of the
District, to be involved in process to establish a more supported medical
direction role. Process – all docs interested have been asked to apply.
Will include paid time for this important role. Long overdue. Stay tuned.
(James) I will be interviewing. (Adams) Are we represented? (O’Neil) I
have been asked and accepted. Please feel free to contact me.
- (Baron) Our ambulance did go down to LA. Mayor and
his daughter are coming for a visit next weekend. A cruiser from Grand Isle
county also went down.
- (James) Very impressive resuscitations recently – most
impressive, call with update that dead, but found with pulse
