Introductions: Howard Rice introduces himself as the new representative for Malletts Bay Fire Department (Assistant Chief, PO Box 4, Colchester, VT 05446. Home phone: 862-3492. E-mail: howard.rice@state.vt.us).

Review Agenda: The agenda was reviewed with no additions.

Approval of Minutes from July 8, 1999: Ted C. motioned to accept the clerk’s report as printed, Mary seconded. Motion approved unanimously.

Announcements:

Greg advised that the next meeting would be on Sept. 9th, 1830 hours at St. Michael’s College.

Pat advised that the Summer EMT-B Course was completed last month with 6 practical failures on the State practical exam. The retest date has been scheduled for 8-17-99 at 1500 hours at the Rowell building. Pat advised that to date he as 34 applications for the fall EMT-B course starting on August 30th. An updated parking map due to UVM construction by the Rowell and Given complex was distributed.

Greg advised that the EMT-I course is full at 24 students and a waiting list of 5 to date.

Charlene advised that VTEMSD#7 has an EMT-B course starting in November, to date the course is full and she is accepting applications for a wait list.

Greg announced an "Old Curriculum" ECA Course to be conducted at Fairfax Rescue starting August 21st (call Sarah Terrel at 802 849-6003).

Pat distributed a flyer announcing the following training opportunities sponsored by the Initiative for Rural EMS at UVM, contact Pat for additional information (656-3489 or pmalone@zoo.uvm.edu): PHTLS Instructor Course, 9-25-99 at UVM; Current Concepts In EMS for Children Videoconference, 10-1-99, Austin Auditorium, FAHC; PHTLS Provider Course, 11-13-99 and 11-14-99, UVM; Vermont EMS Instructor Course, late fall 1999, UVM.

Kathy distributed a Land Navigation Course/Search and Rescue Training sponsored by Essex Rescue and taught by Jocelyn Stowell. This is a full day course starting at 9:00 am and each participant will need a compass and a lunch. To reserve a space call (802) 234-9933 (work) or (802) 728-3094 (home).

Laurie L. announced a training session on Latex Allergies sponsored by Colchester Rescue on 9-21-99, 1830 to 1930 hours.

Gil announced a new electronic documentation system that will be piloted at FAHC with partial funding by the State Department of EMS. Gil asked for feedback from services regarding what data should be collected.

Old Business

Lamoille Transition Course: Greg recapped the motion approved at the June 8th Training and District Board meetings, that a minimum of 10 candidates were to be assessed by Bill Clark prior to or on July 21st. As of July 21st Bill reported that only 9 candidates appeared for assessment. Greg stated that due to District Board’s motion from June 8th, the Training Committee shall forward the matter to the District Board on the withdrawal of support for the April 24th and 25th Transition Course, sponsored by Lamoille Ambulance, without further action by the Training Committee.

Bob stated that all of the Lamoille employees who attended the Transition Course were ordered to attend the session. He believed that some the others no accounted for either have left EMS sense the course or were not Lamoille employees. He would like consideration for this effort despite the previous meeting’s motion. Greg advised that this discussion would have to be made at the District Board meeting as the matter can not be acted upon by the Training Committee.

Ad Hoc committee to coordinate district training calendar: Greg reviewed the discussion from the last meeting in which Bill Clark offered to coordinate a district initiative to document training opportunities from around the district. Bill could not attend the meeting and asked for others who might be interested in helping with an ad hoc committee. The general purpose of the committee would be to gather information from services and determine ways to communicate the training opportunities. Those interested in helping were Ted Conant, Laurie Gibbons, and Peter Kiebel. Any others interested may contact Greg or Bill.

New Business

Policy on Course Requirements for District Approved Certification or Refresher Courses:

Wayne distributed a draft policy on behalf of Medical Direction. Peter asked what courses this policy would cover, Wayne advised those that require a district approval for initial certification or renewal. Bob raised a concern with having many employees that would make an outside practical instructor requirement difficult for Lamoille. Bob was also concerned with the cost of instituting this policy on services. Pat stated that training is not without a cost. Bob sees this policy as working on the believe that the district does not trust services to provide adequate training. Wayne did not agree, he sees this policy as helping to reduce fears of students who might otherwise be solely instructed and evaluated by employers or service members. The matter was tabled for the next meeting during which Greg asked that the policy be reviewed for additions or changes at the September meeting.

District Web Page (http://shelburne.k12.vt.us/vtemsd3/main.htm): Greg advised that he has created a district web page and will ask the district for a formal approval at the board meeting. He advised that sections of the web site have been designed for announcing district training event, forms, minutes from meetings, and ways to contact services for information. Greg distributed a request for information that he would then post on the web page.

E-mail Listservs: In addition to the web site, Greg advised that through UVM two e-mail listservs have been created: EMSTRAIN for training related issues and EMSISSUES for non-training issues. Greg provided a sheet on how to subscribe and use the listservs. All are welcome to subscribe to these listservs.

MCI Update: Terry updated the committee on the September 22nd Local Emergency Planing Centers (LEPC’s) drill called "Autumn Thunder". This will be conducted countywide and EMS services are encouraged to contact their local LEPC’s for participation information. Randy discussed the airport drill, "Red Bird 99", to be held at the Burlington International Airport on October 2nd. There will be a tabletop drill on August 23rd at the dining hall at VTANG. Contact Randy at 660-5325 or at randy.reppley@vtburl.ang.af.mil for more information or to sign up for the tabletop drill (he would like to keep the participation to 1 or 2 per agency).
