VTEMSD#3 Training Committee Agenda – January 10, 2002

The chair, Greg Thweatt called the meeting to order at 1837 hours. 22 people were in attendance representing 7 District posts and 14 out of 24 services. Those in attendance were:

The Chair Briefly reviewed the agenda.

Approval of Minutes

Motion to accept minutes of December 13, 2001 meeting by Becca, second by Lee. Motion passed.

Announcements:

Next meeting will be held on February 14th, 2002 at 1830 hours at St. Michael’s College. Unless otherwise told, meeting will be back at the Tarrant Rec. Center.

Approved Courses:

EMT-B (Mon & Wed) – (Pat M.) – Twenty one exams sent to National Registry: 19 passed, 2 failures, 2 suffered from administrative errors, others are waiting for practical exam retest.

EMT-B (Tues only) 16 Students, class continues tonight.

Next Basic and Intermediate courses start on January 16th.

Basic: 36 slots filled from District #3. 10 slots reserved for UVM rescue. Reviewed class list. Pat stressed that it is really important that training officers let him know when they have someone to register for the class. This would count as "official" notification. Any communication medium is acceptable.

Intermediate: Nothing to report from Fall class. Spring pre-registration is at 18.

General info: Pat has sent a letter and map to all students accepted into course. This includes a sheet on what may still be needed from them. Note on CPR certification still being required does not have a completion date of the first class.

Refresher Class: Class roster reviewed. Class is a go. Syllabus distributed. Recertification forms will be handed out in class.

FAHC Case Review: January 15th, Advanced Airway with Dr. Weimersheimer, at IREMS facility at 665 Spear St ("Bio-research complex" on sign). No case review in February. If attendance does not improve then Case Review sessions will be cancelled for good.

Recertification: For those EMTs due in May: Feb 12th or Feb 21st, 6 pm in Rowell 110. Helpers needed as usual. See additional discussion under old business.

Prehospital Trauma Life Support (PHTLS), Jan 19 & 20. Nine enrolled, room for 7 more. Wednesday of EMS conference there will be a PHTLS instructor program. On Thursday and Friday there will be another PHTLS class.

PEPP class scheduled for Jan 20th has been cancelled.

Telehealth Trauma Lecture: Thermal Injuries, Jan 24th at IREMS from 1900-2030. Poster distributed.

Brian Longe at Essex Rescue, 878-4859 – Emergency response to terrorism, EMS tactical OperationsFeb 16-17 from 0800-1600 hrs. January dates had to be rescheduled. Contact Brian ( blonge@essexrescue.org ) for more information.

VT EMS Conference, April 6 & 7. Pre-conference workshops April 3-5.

CPR: Becca reports a new healthcare provider course will be held on Saturday (1/12) at Charlotte rescue from 0800-1600.

Old Business:

Paid Coordinator for recertification exams: Issue was brought forward at Board meeting and it was decided to fund position for this term and look at finances to decide state of future funding. Ten dollars would be charged to out-of-district EMTs for testing. Make sure your people are on the official roster held by the State. Debbie suggested calling to confirm names. Recert notices should go out ahead of testing. Many in attendance report recert candidates have received no paperwork. Becca states Ray has not received paperwork from District about test date. Pat to follow up.
No interest yet expressed to coordinate testing. Kevin Wood says Williston Rescue will coordinate this session. Peter Keibel will be lead; squad will assist. Testing still at UVM, Peter to contact Greg and Pat. Debbie read note from Arlene, the district treasurer, about funding from district finances. Will be discussed further at board meeting. Board agreed to $250.00 per test day, Feb. testing will cost $500.00 (2 days). Future funding may come from dues collected, to be reviewed further.

New Business:

First Responder to EMT modules: Motion to accept course proposal by Kathy, second by Lee. Chris McCarthy proposes modules 1 & 2 to be starting Feb 18th. Module 1 – Feb 18th, 25th, Mar 4 th. Module 2 – Mar 11th, 18th , 25th, Apr 1st. Testing on April 8th. Held at Charlotte, Mondays 6:30-9:30, $45.00 per person for both modules ($20 for mod 1, $25 for mod 2). Pat discussed some funding and supply issues. There are 6 total modules. Three years allowed to complete all modules. Old curriculum ECAs must take new first responder course before taking modules. When old ECA takes new course they must function under new rules – no oxygen, vitals, etc. Motion approved. Pre-registrations: 4 from MBFD, 6 from Charlotte, others.

First Responder Course proposal by Essex Junction fire department : Motion to accept course proposal by Scott, second by Becca. Jim Kellogg distributed and reviewed courses information. Brian Wellnitz (878-7542) to coordinate; Starting Feb 26th, testing on May 4th; Tuesday nights from 7-10 pm and selected Saturdays beginning at 8 am; Pat Malone to advise; $135 includes book, $75 without book; classes held at Essex Tech Center.
Question rose – why is course using EMT book and not first responder book? Pat answered that the instructors met with him and they anticipate the majority of the students to continue training to EMT. Using book above level of class is not uncommon; EMT-I class uses paramedic text. Many agreed the choice made sense. Pat will be monitoring the class to ensure the curriculum is followed and additional material is not added.
Motion approved.

Additional topics: Kathy asked if the Training Committee and Board meetings could be combined into one meeting since the majority of the people at the first meeting remain for the second. Combining would reduce duplication of material. By-laws and attendance need to be reviewed in considering. Training committee makes recommendations for the Board to approve. Food for thought.
