VTEMSD#3 Training Committee Minutes - 8 February, 2001

The meeting was called to order at 1834 hours by Chair Greg Thweatt. 15 people were in attendance representing 5 District posts and 11 out of 24 services. Those in attendance were:

Introductions:  None

Review Agenda: The chair briefly reviewed the agenda for the meeting to include the addition of two items.

Approval of Minutes: Motion to accept minutes of Jan 11, 2001 meeting by Hayes, second by Kathy. Motion passed.

Announcements:

· Next meeting will be held on March 8, 2001 at 1830 hours at St. Michael's College.

· FAHC Case Review: March 20th, random review of cases. May case review - Lethal Overdoses.

· Computer based training for bloodborne pathogens on listserver with reply from Mike O'Keefe as well. Link to site also on the District web page.

· First Responder @ MBFD: Class has started with CPR. Kate Soons has signed on as Instructor Coordinator.

· EMT-B: First exam was last night. Two more students have dropped bringing the enrollment down to 33. Pat suggests better screening of applicants by services. Full Hazmat Awareness class to be offered the last week of February (26th & 28th). Instructed by Dave Scibek. RSVP to Pat.

· EMT-I: First exam is next Monday. IV Therapy starting next week, students will begin practicing "sticks".

· EMT-B Refresher: Course began last Monday, 16 in class.

· Recertification Dates: February 1st: 23 people tested.  February 15th: Sixty-five signed up as of the meeting. Number could go higher (80) with the addition of refresher course people and walk-ins. State had been asked to cap at 40. Discussion continued about ways to move 80 people through testing most efficiently. There may be people who will schedule written test at another time and will just take practical that evening. If numbers continue to grow, may need to add a third night of testing. Options have been suggested to State (testing by services, more dates throughout the year, etc) and have been turned down for a variety of reasons. Short-term problem is to get enough help on the 15th. State will not allow people to come and go during written - must sit for written before beginning practicals. Discussion then turned to "whose responsibility is it to ensure adequate numbers are present to administer a State exam, is it the State's?" Point made that the law may place the burden on each District. If so, can the District have more say in how testing is accomplished. Greg to follow-up with Dan. Forewarn EMT's that the 15th will be a long night, no whining. Additional help is needed. Evaluators and patients should arrive at 6 p.m. to begin testing at 6:30.

· Instructor Coordinator Course: Chris McCarthy attending as District 3 rep. Craig Lamaroux took the course last year and was sponsored by the Rural Initiative. He was unable to attend the final class. District approval is needed for him to attend the last class this year, no cost to the District.  Motion to allow Craig to attend course final by Kathy, second by Hayes. Motion passed.

Old Business:

· First Responder/ECA Instruction: How services can manage potentially 7 different levels of practice. Discussion - tracking should be up to the individual, similar to EMT-B knowing they cannot start an IV, ECAs in modules should only practice to the level they have been trained. Services will need to track levels in order to keep people moving through the modules. Is this a service issue that District cannot assist with? Item to remain open for discussion as things evolve.

· Surveys have been distributed. Please get them back to Greg.

· Modules: Module One course to be proposed at March meeting. Course to be held at end of April. Instructor coordinator not secured yet. Module 1 is the AED unit; district may need to borrow AED trainers for course.

· PAD - Public Access Defibrillation: Mo Leahy, Deb Baron and Greg met on February 6th to discuss possible ideas of addressing PAD. A list of questions was drafted and e-mailed to Dan Manz. Deb and Mo have started looking for resources and ideas for a packet to distribute to services. Next meeting: Feb 21, 4 p.m. at So. Burlington Fire Station #1, all welcome. Hope to have packet out in April. Verizon office on Hinesburg Rd has AEDs in use. District should be providing info to businesses to help them understand AED from an EMS view to add to the salesman view they are already getting.
