VTEMSD#3 Training Committee Agenda 13 September, 2001
Chair Greg Thweatt called the meeting to order at 1830 hours. 19 people were in attendance representing 7 District posts and 12 out of 23 services. Those in attendance were:
A moment of silence was observed for the victims of the recent attacks.
There was a brief discussion about sending a letter of support from the District to the emergency services of New York City.
Kevin Williams reports that the Professional firefighters of Vermont have set up a fund for the families of fallen NYC firefighters. Maureen Leahy passed out a flyer reflecting the same.
Introductions:
Shawna Lapierre introduced herself as the new training officer for St. Michael’s Rescue.
Rick Bellows re-introduced himself as the rep for South Hero rescue.
Review Agenda: The chair briefly reviewed the agenda for the meeting adding a first responder class proposal to new business.
Approval of Minutes
Motion to accept minutes of Aug 9, 2001 meeting by Al Barber, second by Maureen Leahy. Motion passed.
Announcements:
Next meeting will be held on Oct 11, 2001 at 1830 hours at St. Michael’s College. Mike O’Keefe will be discussing recertification paperwork during the second half of the meeting.
Approved Courses:
Jason reports the Charlotte first responder course is going well. Approximately 20 students in the course. Two dropped out due to work schedules.
Pat reports the EMT-B course is in the third week, 39 students in the class.
Greg reports the EMT-I course has 23 students in it.
Recertification Dates: October 18 or October 25. Each evening is capped at 50 EMTs recertifying. Greg will follow-up with the State office about who will be tracking numbers. Help evaluating is needed each night, contact Greg or Pat to help out.
FAHC Case Review: September 18th in Austin Auditorium, abdominal injuries.
Education for EMS Educators Conference, Nov. 3rd. Details TBA. Notice went out on listserver last week. All day event most likely in Stratton.
Intubation Recert: September 25th at Rowell, 1900 hrs.
Pat announced an EMSC program on Sept 29th.
Announcements went out recently and additional brochures were distributed at the
meeting. The program will also be broadcast on telehealth video conferencing.
Pat added that IREMS will be taking over coordination of the telehealth lecture
programs. A lecture will happen on the 4th Thursday of every month at 6:30 pm
lasting approx. 1.5 hours. The lecture will be broadcast on telehealth video
conferencing. Limited seating is available at the Spear St. training center or
space is available at the lecture location on UVM campus. C.E. credits
available. Pat hopes to have a schedule of topics developed soon.
Old Business:
Instructor Coordinator course: Greg suggests developing a simple application form requesting the following information:
Resume including prior EMS field and education experience.
Previous VTEMSD#3 support to training.
Letter of commitment to future VTEMSD#3 education.
Letter of support from affiliated agency or agencies by service official.
Greg will distribute sample form on the listserver for review and comment. This will allow ample time to review and use for the next course. Next course starts the weekend of Jan 19-20, 2002. Courses are usually held over the course of three full weekends.
New Business:
Vergennes first responder course proposal (Bill):
Motion to accept the course proposal by Al, second by Maureen. Course
starts Oct 15th, Mondays and Wednesdays from 7-10 pm with three Saturday
sessions as well. Max students = 24, min = 12. Course fee $80 includes text and
pocket mask. Course coordinator is Christina Brace 475-2434. Vergennes hopes to
have a couple of people apprentice the class.
Pat asked if course evaluations are being used and what happens to them. Greg
replied the same course evaluations are being used for all courses in District
#3. In the past the evaluations have been returned to Greg, reviewed and filed.
Greg said any big issues would be brought to the committee.
Kevin asked if the instructor development program (apprentice program) has been
working. There have been three courses with apprentices. No formal evaluation
system in place. Exam scores is only rating system, they show success. Bill
suggests we need more courses to really evaluate. Greg has received no
complaints from the State office. Most recent issue involved a number of
practical station failures due to a ticklish patient. Issue should have been
caught sooner in the day. Greg asked if an ad hoc committee should be formed to
review evaluations? Bill suggests the system is working and any issues would
surely come forward. Bill wants to know what’s the word on the street? How are
the new first responders performing? Kevin suggests bringing the IC’s and
instructors from the past courses together to discuss course delivery.

Refresher Course Proposals (Pat): Motion to accept the course proposals by Al, second by Maureen. Two course proposals were presented. One course starting in October, the other starting in January. Course schedule is similar to the last one; three week nights and one full weekend. Kate Soons instructing, minimum enrollment of 12, maximum of 24. Cost is $95. Class in Rowell. Scott stated he took the last course and it was very good. Contact Pat to enroll or with questions. 656-3489, pmalone@zoo.uvm.edu. Motion passed.
EMT-B Course Proposal (Pat): Motion to accept the course proposal by Al, second by Maureen. The proposed course will be coordinated by Keith Robinson and will follow an alternative schedule meeting one day a week (Thursdays, 6-9pm) from October through May. Course will follow the same basic syllabus as the regular course and will combine with the regular course near the end for a couple of classes. Cost is $350.00 for VTEMSD#3 affiliates and $395.00 for non-affiliates. No academic credit is available. Class held in Rowell, 12-16 students. Enroll by contacting Pat at IREMS through standard application, mark the start date. Keith has received interest from fire departments. Motion passed.
NOTE: Parking at UVM for EMS functions is now opposite side of the water tower by little building, metered parking without the cost.
Discussion on resources for local training: Kevin has a wide variety of FETN videos available at Burlington central station. Each month a new video with a new topic. Kevin has investigated FETN satellite service for area departments. He has spoken with RETN in Fort Ethan Allen, they may work out a subscription sharing service for providers in the area. Cost is based on number of people accessing the service. Potential for CE credits exists. BFD paid $1000 for the dish and approx. $2000 per year for the service, cost may be less if subscription is county wide. More info to follow. Pat added that District training resources are available for loan.
