VTEMSD#3 Training Committee Agenda – 8 November, 2001

District Board vice-chair Maureen Leahy called the meeting to order at 1833 hours. 18 people were in attendance representing 4 District posts and 13 out of 23 services. Those in attendance were:

Introductions:

Michael Depaul and Howie Rice introduced themselves.

Approval of Minutes

Motion to accept minutes of Oct. 11, 2001 meeting by Tanner, second by Al. Motion passed.

Announcements:

Next meeting will be held on Dec 13, 2001 at 1830 hours at St. Michaels College.

Approved Courses:

First Responder Courses: Charlotte no report; Vergennes approx. 12 in class, no drop-outs. Testing will be combined with Charlotte on Nov. 26th.

EMT-B (Mon & Wed) Going Well. Second exam recently completed, 1 person failed. One dropped out due to attendance. Vt. Fire Service Training has delivered Haz-mat Awareness class.

EMT-B (Keith) Sixteen enrolled, meeting tonight, going well.

Bill Dan has been working with State Fire Service Training to produce a haz-mat for EMS course. Kevin OSHA requires emergency responders to have haz-mat awareness training. Bill yes, but it is not part of the EMT-B curriculum. Pat tried to incorporate into the class due to need.

EMT-I Twenty three enrolled, completed 3rd exam, going well.

Recertification: For those EMTs due in May: Feb 12th or Feb 21st, 6 pm in Rowell 110.

Refresher Course: January course schedule distributed again. Deadline to register is January meeting. Register with Pat. Course coordinator is Kate Soons. Dates: Jan 15th, 19th, 20th, 22nd, and 29th. $95.00.

FAHC Case Review: November 20th, multi-trauma. Case review will move to the IREMS facility at 665 Spear St ("Bio-research complex" on sign) for better access. Attendance has been low. Easy access and coffee at IREMS. May go back to monthly sessions. Kevin offered BFD station #2 classroom as well.

Instructor course (Jan 19th & 20 th, Feb 16th & 17th, Mar 16th & 17th) certificate of completion good anywhere in New England. Applications due Dec 1st.

IREMS Schedule Pat distributed a schedule of upcoming IREMS courses.

New Business:

Paid Recert Coordinator: Pat and Greg will no longer be coordinating the district recert events. They feel the District should pay someone to provide this service. Costs have run approx. $300 per event and 20 hours by each coordinator. Recert fee in past collected to pay for food and coordinator. They recommend a job description be developed. Greg figured approx. 100 people test each recert. Maureen asked if the State can help? Bill replied the law places the burden on the District. Pat disagrees and thinks the burden rests with the State. Shelburne and Richmond contribute a lot of personnel to each recert event and if they stopped helping the event would cease to exist. Kathy asked is computerized recertification has been considered; it is used in the hospital? Bill did not know. Pat added that the written has no cost, the cost rests with the practical testing. Kathy lead discussion about "no-fail" practical stations. Practical testing requires 20-25 people from 5-10 pm each night a lot of effort. Bottom line Greg and Pat will not coordinate February exams or those following, they can assist. Kevin will mention at BFD. District needs to consider funding for coordinator.
Kevin
from paid service perspective, recert and testing costs a lot of money (overtime), he would prefer to conduct testing at his service. Bill replied that something exists for the State to come to a service to conduct a test based on the number of people testing.

Winter EMT-B and EMT-I course proposals: Course schedules distributed. Application with fee due at December meeting. ($225 for D#3 affiliates, $295 for non-affiliates). Course schedule same as past semesters. Applicants need to enroll with their training officers. Training officers should send applications to Greg or Pat. This should ensure applicants are truly affiliated with services. There has been a problem in the past. Motion to accept proposal by Susan, second by Lynn. Motion carried.

Bill Clark discussed data collection project on training: The State is building a data collection system. They are reviewing the use of State forms by services. Funding for system came through EMSC project. Limited copies of data set distributed for review. E-mail Bill Clark to receive a copy of data set. Review of system showed injury prevention people, services, and medical direction may benefit from data but EMS office would not necessarily benefit. Training perspective would allow districts to review types of calls and tailor training to meet needs. May also be used for quality of care or protocol modification. Data set draft developed to address projected information needs. Committee is considering ways to access data logging systems in a global manner, electronically. Will also have paper forms available for data submission. Time commitment projected to complete data set form is the same as completing current run forms. Looking at building a communication system (e-mail) into the project as well. Winter pilot project, projected statewide implementation around conference time. Call Bill with questions or comments.
